The methods to carry out this study are questionnaires, seminars, conferences, data analysis, and Data Envelopment Analysis (DEA) etc., According to the research result, the author will propose suggestions.   In order to upgrade higher education and promote competitiveness of Taiwan, the MOE in Taiwan initiated “The Development Plan for World Class Universities and Research Centers for Excellence in Taiwan “. However, this plan’s strategy of execution will be influenced by the competition mechanism of the current higher education market. From the point of view of strategic management, when it comes to following issues, the deans of universities play the most critical role. 1.organization management 2.organization missions 3.opportunities and competition those universities face 4.strength and weakness within those universities 5.vision and goals to achieve 6.quality of policies The following suggestions were made to conclude this research: 1.Under the consideration of the economic principles in higher education policies, supporting the plan with sufficient and consistent funding is essential. 2.Along with the performance of this plan, new public administration should be emphasized when those universities move toward market involvement and competition is formed among them. 3.Ministry of Education in Taiwan needs to set up a guideline for developing international first class universities and top rated research centers. 4.In order to prevent universities from relying on government subsidization excessively the Ministry of Education should build up a mechanism to make universities grow up. 5.The plan needs to emphasize the balance of humanity and technology. 6.To emphasize international competition without losing the university’s own distinct characteristics. 7.To perform the plan of excellence and to emphasize the bases of education such as the core ability of faculty and staff. Also, the sense of the mission, the morals and the value system. 8.To develop the research ability of the students of top rated universities based on the universities’ teaching excellence. 9.When executing this plan, universities should consolidate their consensus, strengthen the operation and execution within their government and set the development of complete education as priority. 10.The effectiveness of this plan relies on the strategic planning, execution, management and substantial development based on systematic thinking.
