Our government established about 52 major training institutions, including the Economic Planning and Development Training Program for Executive and the Research Center in Ministry of Economic affairs (MOEA). The phenomenon of too many training institutions brings the burdensome structure, and also might waste the public resources. To reduce those shortcomings, the Executive Yuan started to integrate public training institutions, trim the organization staffs, and to increase efficiency from 2003. Under the process of re-organization, if it lacks proper planning and supporting programs, the negative effects would appear. This thesis is aimed to the Executive Training Program for Economic Planning and Development, Ministry of Economic Affairs. This essay uses literature review, case study and depth interview as research method. The purposes of this essay are to figure out the internal and external reasons for its abolishment, features, functions, location, the process of organizational changes, and the reason of integration. In this way, this thesis will get insights of development process of training institutions’ course, the direction of changes, the outcomes of transformation, the effort of alteration, and to find out the actual reasons for abolishment and the impact of the abolishment to training institutions. Economic Planning and Development in Ministry of Economic Affairs is the administrative staff trained under the Ministry of Economic Affairs of the public training institutions, trained a large number of economic specialists. In spite of its popularity and efficacy, this project is terminated under the policy of public institutions reorganization.
