In the Sixteenth National Congress of the Communist Party of China in 2002, CPC put forward "An overview of the situation shows that for China, the first two decades of the 21st century are a period of important strategic opportunities which we must seize tightly and which offers bright prospects.” China''s future diplomacy will focus on the overall situations and firmly seize this important strategic opportunities to ensure the realization of building a well-off society in an all-round way and the great rejuvenation of the Chinese nation, and to create an international environment favorable to China. During this strategic opportunity period, China’s national interests are "propelling the modernization construction, achieving the reunification of the motherland, safeguarding world peace and promoting common development.” The planning and implementation of China’s national strategy will be based on these three historical tasks. After the fourth generation leader of the Chinese Communist Hu Jintao took office, the theory of "China''s peaceful rise" has been fully constructed and become the new national development strategy. However, the “rise” of China raises doubts of “China threat.” Under the circumstances, there are two factors determining whether China can realize the future development of "peaceful rise": one, are there suitable international conditions for China and two, can China take appropriate strategies? Therefore, the Chinese Communists put forward the ruling idea of building “a harmonious society” in 2004 and a new concept of seeking "a harmonious world" in 2005. Since then, the "harmonious strategies" have become the main ways of thinking for the Chinese Communists to create and maintain domestic and international environments favorable to China’s development. For China, the internal environment is, relatively speaking, more manageable. But if China wants to attain the goal of "peaceful rise" smoothly, China needs to create an external environment that is conducive to its development because foreign policies are a natural extension of domestic ones; the diplomatic strategy is to obey and serve the national strategy. Therefore, during this historical opportunity period of building a well-off society, the "Harmonious diplomacy" has basically become a new principal axis of Hu Jintao’s diplomatic strategy. “Strive for a peaceful international environment so that we can develop ourselves, and then use our development to promote the world peace.” For China, the diplomatic strategy of the harmonious world is one conducive both to its development and world development.
