Today, how to provide effective vocational training within a short period of time becomes one of the most important issues in this network era. However, the trainers play the key roles which can affect the training performance for the trainees and training centers. This research analyzes the context and influences concerning the performance of contracted vocational training staff. After reviewing literature and interviewing 12 experts, There are four aspects for studying, such as: (1) basic and on the job training, (2) selection and employment, (3) job and duty, and (4) benefits and salary. To sum up these data analysis, the conclusions are as follows: (1) The contents of system change First, professional courses for the trainers have been replaced by general subjects. Second, the contracted staff was adopted for the replacement of the retired trainers. Taking Taoyuan training center as example is currently filled with administrative staffs who are the contracted persons; and the other five centers are also employing the contracted staffs, the contracted staff has had the difficulties to hold their concurrent post. This will result in lower elasticity on arranging personnel matters and decreasing welfare. (2) The influences of system change. It causes training programs conducted by training centers stagnated, and made outsourcing training continuously expanding. Most of contracted staffs don’t have enough abilities on planning and managing. Otherwise, contracted staffs’ further education only focuses on how to increase teaching technique not for improving the competence of planning and management. It doesn’t really good help on controlling outsourced training programs. On the other side, contracted staffs also have to respond in vocational training.
