碩士 === 東海大學 === 管理碩士在職專班 === 97 === The official document is a main tool that the government institutions dealt with the public affair, and a language applicable to all too; And the treatment procedure of the official document is in fact the procedure that the government institutions handle affairs among them, so the quality that the government institutions deals with the official document, represent whole administrative efficiency of the government institutions, the government's administrative efficiency relatively influences the execution of the whole state policies and critical factor of development too, deep influence people's rights and interests question at the same time, so the assessment of the performance indicator to administrative efficiency, can usually adopt the treatment of the official document to tell efficiency is done in order to assess the basis, it is the state power at the same time, important factor of the enforcement efficiency of public power. With the flourishing development of the computer and network technology, governments use information science and technology to improve government's performance in order to improve administrative efficiency in a large amount in recent years. For a long time, the government institutions have dealt with the public affair document all the old style way is handled originally step by step with the paper, with the progress of the computer and network technology, there is convenience that government institutions uses the computer and network information flow successively, is it deal with by way of electronicalize change paper copies of official document, is it accuse of in order to it solves to be artificial to deal with through computer official document inconvenient in the past to in charge of, use to improve administrative efficiency. Seeing that the study on official document still remained during the course of probing into the WEOD to exchange in the past, research contents partial to user of quantization satisfaction research in the majority, consider at present pursuing WEOD institutions little already, so this research has already pursued the WEOD government institutions to carry on case study on-linely to two, choose research approach is it the critical success factor of WEOD to influence to probe into thoroughly with quality. Research this is it take grounded theory study law, to pursue the person of government institutions of WEOD carry on depth interview already to use, the concept of the theory that the arrangement and luck that are noted down through interview, build and construct and impetus the critical success factor of WEOD.
