Along with innovations of the operational model affected by information technology, human resource departments have begun to standardize and digitize the process of selecting, staffing, training and retaining in order to improve productivity and quality as well as to reduce the cost and enhance employee satisfaction. Therefore, business corporations have gradually realized the importance of integrating information technology into the human resource information system. Based on a literature review and an experience survey with six Human Resource experts, this study initially develops five evaluation criteria: system developing process, system characteristics, organizational characteristics, supplier competitiveness and employee satisfaction. Using the Delphi method and giving the weight of each criterion from the Analytic Hierarchy Process, interviews with seventeen Human Resource experts were conducted to verify the five evaluation criteria. Two questionnaires were developed: one to create an evaluation index of HRIS and which was presented to Taiwanese corporations selected from the 2008 list of corporations from China Credit Information Service. Another questionnaire was developed for the Evaluation Index of HRIS to set up the norm.
