The aim of this research is to discuss the long stay strategic development of Hokkaido local government and civil organizations. The method of this research is based on single-case. This research is about discussing the affects of baby boomer retirement to the strategic adjustment of Japanese tourist industry and relative information of domestic long stay plan to understand the ways between social backgrounds by gathering information from documents and journals. The information is sourced systematically in-between Hokkaido local council, district office, non-official organization and local civilian. The Hokkaido local council and civil organizations has done some significant improvement in strategic adjustment based on the 2004 census survey、2005 Hokkaido facilitating activities、2006 migrant experience activities and the 2007 long stay plan adjustment in exchange and settlement.
