The design concept is using QR Code owing the property of feasible access to achieve the mobile learning. In addition, the teachers can analyze the portfolio of a user to understand and improve the learning effectiveness of the user. The platform contains client-side and server-side subsystems. The functions of QR Code decode, information storage are containing in the client-side subsystem. The server-side subsystem mainly contains the mobile learning management system, QR Code mobile barcode production system and QR Code mobile barcode identification. The features of the platform are carrying out the mobile learning for users by mobile devices and promoting the learning effectiveness by the personalized and collaborative learning for users. To the actual text Jiangjyun Township, Tainan County Hall with a Wen Heng Dian and Fang Yuan Gallery of the cultural archives information collection and evaluation of mobile learning the feasibility of this system after System finish, Experiment in which a total of twelve users. The experimental result give the following four conclusions: Using QR Code as and taking mobile learning reaction tool has a high, popularizing high advantage of convenience with low costs even more than RFID; Users use PDA with QR Code take mobile learning of studies cultural archives have to positive response; Users use the system carry on it take mobile learning of studies cultural archives have to positive response; Users use the system to understanding aspects of cultural archives connotation collection have to positive response.
