Different ways of land utilizations and developments produce different effects of policies and financial benefits. Therefore, to reach different goals, the government would apply different ways of utilization to meet different needs. Taiwan Sugar Corp. took over lands of 110,000 hectares from Taiwan Sugar Production Corp. after the Restoration, and became one of the largest land owners in Taiwan. Taiwan Sugar Corp. has utilized lands for various public facility uses such as industries, schools, parks, and roads or carried out joint expropriations, zone expropriations, land releasing or sales based on the government’s urban area re-plans. Currently, Taiwan Sugar Corp. still manages lands of 50,000 hectares. During recent years, the government has been trying to attract Taiwanese businessmen to invest in Taiwan due to the changes of the investment environment; in addition to The Land Sales, Lease and Extension 006688 Scheme, the government has invited Taiwan Sugar Corp. to utilize its lands since 1991 to follow the Six Year National Policy. The Ministry of Economic Affairs abolished the Government Owned Enterprise Land Transaction and Exchange Act on September 15, 1999. The “Great Warmth & Great Investment Program” was carried out in 2006 and Taiwan Sugar Corp. was invited to provide lands. However, the superficies premium and rent have been calculated based on the “Land Lease and Superficies Creation Principles”; some enterprises believed the conditions were different from those of the lands utilized before 1999 which would hinder their developments and thus started to file petitions. Regarding aspects such as the surface efficiency utilization ratio problems of individual enterprises or the high rent which enterprises have found difficult to cope with, profound researches still needs to be carried out to search for the real causes of the problems and the most reasonable way of rent calculation to enable enterprises to carry out appropriate developments and the government to practice its policies. Moreover, outsiders often criticize Taiwan Sugar Corp. for selling ancestors’ asset or selling lands at a very low price. It is crucial to attract investors with fair and reasonable rent to reach the goals of policies, to promote utilization, to further help the economic development and to avoid criticism of Taiwan Sugar Corp.’s land utilization mechanism. This research focuses on the management and development history of the public lands in Taiwan, to analyze the utilization of the public lands in Taiwan between the prewar and postwar periods and to provide methods regarding the development and assessment of current public lands. It also aims to investigate into the land utilization condition of Taiwan Sugar Corp. during the previous years, compare the lands utilized by Wanda Industrial Zone in 1998 and the Great Investment later on, and analyze the premium and rent of these lands. Moreover, the above mentioned lands with the Land Sales, Lease and Extension 006688 Scheme, searches for appropriate amendments regarding the land rent are compared, and the assessments and improvements of superficies creation is discussed to further promote land revitalization and serve as a reference for the efficiency analysis of enterprises and the government's future industrial land utilization.
