Currently, the Authority-in-Charge can only manage and control the damage of environment and risk of human health caused by soil and groundwater contamination in accordance with numerical standards promulgated on regulations. However, it is doubtful that the existing regulated compounds are adequate to evaluate the risk of soil and groundwater contamination due to the complication and variation of contaminants. The purposes of this paper are to study the investigation and evaluation procedures of soil and groundwater contamination currently executed in Taiwan. Using a real case study at a petrochemical refinery plant, the procedures of contamination evaluation from soil gas survey, soil and groundwater sampling, and laboratory analysis of obtained samples are summarized. The concept of implementing remediation technologies including Oil Recovery, Soil Vapor Extraction (SVE), Air Sparging, Groundwater Pump and Treat are also addressed. In addition, the management strategy to assess the necessary for reconsideration and revising the existing regulatory compounds is introduced to reflect the real situation, and to assist the site management to control the soil and groundwater contamination based on cost-effective consideration.
