Thus, only the enterprise organizations which attach importance to human resource management can gain great competitive advantages. With the social diversification and political democratization, the public officials must have a basic attitude; they should take public opinion, responses from public authorities, and the feelings from people they serve seriously. In other words, for the public officials, improving their job performance and replying people ' 5 need rapidly by perfect knowledge management ability and professional competencies are indeed urgent issues. Nonaka (1 995) observes that: " In a changing economy environment, the only thing we can confirm is that there are filled with uncertain factors, we must hold knowledge first in order to hold our competitive advantages.” In this study, we hope to generalize the conclusion and then make the evaluation sheets of how ledge management, professional competencies, and job performance by collecting the documents both inside and outside the country end using some theories and the management structures related to how ledge management. Besides, by adopting the questionnaire survey targeting all persons in charge with the police business including the high-ranking directors, leaders of crews, and the rank and file police officers, we could know the process with howledge management practiced in police authorities at preseni. Next, we want to establish the models and the structures of howledge management for the business system of police by investigating the relationship among bow ledge management, professional competencies, and job performance. Additionally, we like to discuss the requiring factors of how ledge management for the management supervisors in police authorities to rely on when they are making decisions. Concretely speaking, purposes of this study are following: (l) Discussing the influences of police officers from different backgrounds on how ledge management, professional competencies, and job performance. (2) Investigating the relationships among knowledge management, professional competencies, and job performance. (3) Proposing the requiring conditions of police officers¡¦ professional competencies and the developing directions of knowledge management activities in police authorities for enhancing the work efficiency and quality of the police. (4) Exploring the factors that influence police officers¡¦ job performance, after that, making effective suggestions to the management in police organizations. The substance of this study is investigating the current cognition of knowledge management of the police officers; accordingly, we will understand the relationships and influences among knowledge management, professional competencies, and job performance which are connected with them. This study adopted questionnaire survey. The interviewers were the supervisors and personnel in charge with business in police authorities and the action staff in the primary police organizations. Afterward we made an analysis of the collected data by descriptive statistic, one-way ANOVA, Pearson correlation analysis. The results of this study are following: (1) there is a significant relationship among knowledge management, professional competencies, and job performance of the police. (2) The police officers with different personal attributes have partial differences in knowledge management, professional competencies, and job performance. Based on the results of our analysis of actual cases, we offer some concrete suggestions for police authorities, police officers, and successive researchers respectively; and they can be seen as references for future researches and law enforcement by police. Therefore, we could use the knowledge management method for enhancing the knowledge and skills of police officers and then improving their professional competencies, and job performance.
