Like other cities/provinces of the country, Hanoi has already laid down policies to intensify applying ISO standard Quality Management System in departments, services directly under Hanoi city aiming at speeding up its process of administrative reform. Hanoi Department of Information and Communication is one of the departments applying ISO 9001: 2000 Quality Management System. During process of application, it is recorded that some rudimentary results have been achieved; however, there are some pending matters which need to be studied for quick solutions. This study focuses on surveying results of application of Vietnamese Standard ISO 9001: 2000 Quality Management System to evaluate achievements as well as shortcomings in order to propose solutions to raising effectiveness in State management.
