In 2004, Vietnam Government has established “Customs Modernization Project” with two stages to speed up the Customs administration’s capacity. In this research, we study Vietnam Customs Information System (VCIS) to find out the efficiency and effectivenes of the newly developed system. This reasearch based on the IS Success Model (DeLone and McLean, 1992) for investigating the individual impact in using the VCIS. The model theorizes that two components (i.e., system quality, information quality) affect users’ satisfaction and actual use. We also argue that actual use and user satisfaction influence individual impact for using VCIS. The hypothesized model was validated empirically using data collected from 220 users of VCIS in the General Department of Vietnam Customs (GDVC).
