Digital archives institution in our country see as the study object in the research, and the eight institutions of digital archives of National Digital Archives Program is the study range, and understanding the problems and solutions of digital material reproduction of digital archives institution, to study Society of Collective Administ implement the feasibility and its function in our country, and understanding the viewpoint for it of the staff of digital archives institution in our country, and of the expert of library and copyright, to look for the answer of the research problem.
The research interviews 6 staffs of digital archives institution and 5 experts of library and copyright, and finds out the problems of digital material reproduction of digital archives institution：the problems of technique aspect---the material reading is difficult, the new technique impact, the outsourcing manufacturer experience shortage, the original material condition is bed, the material of digital reproduction present difficult; the problems of policy aspect--- the quality of the material of digital reproduction is bed, the budget and manpower is limited；the policy of reproduction confused；the problems of copyright aspect---Not digital reproduce material because copyright, or after reproducing only list in the catalog, or only using in the institution, or user use material by themselves (reproduction, print out, or download) but encroached upon copyright, user can't outside use the material in the institution, and the license causes the problem of the material restriction. The problems of other aspect---the professional degree shortage, the doubt Society of Collective Administ. The problems can solved from three aspects of technique, policy, copyright. In addition, "compound" is another solution, it makes the collective management and license.
This research finds many interviewees think to solve the problems digital material reproduction through Society of Collective Administ, and develop the function of its intermediary to help the digital archives institution, and the function of Society of Collective Administ have solved problems, helping license, intermediary, collective management, balance ownership and user.
