Therefore, the government, enterprises or even individuals have higher and higher demands on web application system. However, during the development of web application system, the estimate of working hours the project needs almost rely on the experiences from the experts. So far, the developers don’t have a reliable and objective measurement system which can be used as the reference of working hours estimate. Therefore, using Function Point Analysis, weighted measures and so on for the reference in the study, we attempt to design and build a counting function complexity system of web application project by combination of the model of complexity definition for web application project and activity diagram in Unified Model Language. Also, we would testify that the result which is derived using the model is a reliable reference. By the means of putting material acquired from project management on one’s job into the function complexity model and then comparing with the results it actually needed to see the accuracy, this study proves the model to define complexity of project can be practiced and project managers are able to depend on the counting model when they estimate working hours for the web application project development.
