As a great many of political views have been proposed by politicians during election, the central government or local governments have often rushed to build various facilities such as museums and culture halls. In particular, to honor their promises made during election, the politicians desire to complete the projects before their tenure is due, in a bid to demonstrate their achievements. As a result of this, the planning often tends to be made in a hurry without careful assessment. Construction is made for construction’s sake. According to media reports, statistics from the Ministry of Audit showed that cultural artifacts exhibition hall and culture halls subsidized by the government had a low opening rate and poor operating performance. Some museums which were operating had few visitors. To develop humanities, local culture and industrial characteristics of each district, the Taipei City Government specially set up a “public assembly hall” (PAH) in each district. After they were completed and operated, some have criticized that their utility rate is low because their purpose is not clear. Moreover, as their function overlaps that of the district activity center, they failed to develop benefits as expected and have seriously affected the government’s reputation. To improve the poor performance of these PAHs’ current operations, this study attempted to, from the viewpoint of public-private partnership (PPP) and also from the viewpoint of cross-boundary governance (CBG), propose a thinking model for these PAH operations through interviews. This study aimed to review the current situation of the PAH operations and understand their operating performance, value recognition, operational difficulties, citizens’ willingness to participate in decisions, operation method, etc. Then, some suggestions were proposed to serve as a reference for decision-makers in planning the PAHs’ future development and for their sustainable management. Besides, regarding the government’s promotion of the PAH management, suggestions were made about related laws and regulations, coordination mechanism of CBG, awareness of participation, policy assessment, and evaluation mechanism, to serve as a reference for the Taipei City Government on PAH operations.
