In recent years, with the advancement of Taiwan’s economic development and increase in GNP, people regard leisure activities as highly important. Therefore, whether the leisure during folk festivals are the same with those of the past or not, and the Benefits of these activities are worthy of exploring. Street-Level Bureaucrats are the people that come in close contact with the civilians. Likewise, they are required to serve the people with the attitude of “customers first.” In addition, civil servant is a business that tends not to be affected by deflation or economic conditions; therefore, it is a good reference for the businesses to establish their salary assessment systems. Likewise, this project explores the following problems: 1.What are street-level bureaucrats’ attitudes about leisure? How much do they participate in leisure activities during folk custom holidays? What are the degree and benefit of participating in leisure activities? 2.Are there any differences in attitudes regarding the effects of leisure activities in leisure activities, participation in leisure activities, and the benefits of motivation? 3.What is the relationship between attitude of leisure, participation in leisure, and the benefits of research? In this research, questionnaire method is employed to investigate the above questions regarding the street-level bureaucrats in towns, (township, city, and districts) offices in Taiwan. Then, the data collected are analyzed with descriptive statistics, T-test, single factor variation analysis, chi square test, Pearson product-moment correlation coefficient, and multiple regression analysis, and the following results are yielded: 1.The attitude of street-level bureaucrats towards leisure activities is positive. Personal interest is the major affecting factor for the participation of leisure activities that tend to motivate participants in increasing the time of joining leisure activities. 2.Street-level bureaucrats are active in participating in leisure activities during Chinese New Year Holidays, with no difference between those leisure activities conducted during ordinary times. 3.Street-level bureaucrats’ evaluation for the benefits of motivation is rather high. 4.No significant difference concerning the variables of street-level bureaucrats’ personal background and the attitudes towards leisure is found. 5.Significant difference concerning the variables of part of street-level bureaucrats’ personal background and the attitudes towards leisure activities is found. 6.No significant difference concerning the variables of street-level bureaucrats’ background and benefits of motivation is found. 7.Significant relationship between street-level bureaucrats’ attitude towards leisure and participation in leisure activities is found. 8.Positive attitude and participation in leisure can encourage street-level bureaucrats street-level bureaucrats in both working and non-working performance.
