Summary: | 碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 97 === The discussion about the issues with nonprofit organization (NPO) in Taiwan often focus on the famous and large-scale social welfare organizations, such as Tzu Chi Foundation, Dharma Drum Mountain Cultural and Educational Foundation, and Eden Social Welfare Foundation, etc. Only a few people pay attention to the small-scale organizations that devote themselves to public services silently for a long time and contribute their mental and physical efforts existing in some corner of Taiwan. However, if we ignore the development and adaptation of these organizations, we will get incomplete features of Taiwan’s NPOs.
This research took case study to explore the transformation processes of Chinese Association for Relief and Ensuing Services (CARES) in twentieth century. The main purpose of this study is to figure out the internal and external factors causing organization change. The internal factors include organizational structure, financial condition, and management strategy and external ones are historical background, politics, social environment, and legal status. There have some findings with this study. First, facing the change of internal and external environments, CARES chose to adjusted the relationship with the government. Second, CARES transformed the characteristics of organization, from official property gradually into status of independence and autonomy. Third, CARES adopted some management strategies to improve efficiency and effectiveness after transformation. Finally, the experience of CARES in organization’s continuous development and innovation can provide some suggests for other organizations that face similar changing environment.
