Recently, some studies investigated the interaction relationship between citizens (external customers) and e-government. But only a few scholars dissected the development of e-government from the perspective of bureaucrat (internal customer) until now. They emphasized the importance to realize bureaucrat’s perceptions and behaviors to e-government when we devise the e-government policies and systems. Undoubtedly, it will bring new challenges and chances to the bureaucracy when the information technology is developed and applied into the public sector. Therefore, we should figure out what cognition, attitude, and impression the bureaucrat have with e-government. In general, many studies which adopt normative or empirical perspectives indicated that the bureaucrat’s cognition and attitude are significant variables to explain e-participate behavior in public sector. Among well-known theories, the theory of planned behavior which Ajzen(1985) proposed was comprehensive applied in this topic for few decades. The major contribution of this theory is that it not only can be used to measure the intention of technology users but also to predict their behaviors That is why we use it as a framework in our research. In this study, we conducted a survey on local government executives. Except descriptive analyses, we use a lot of statistic methods to test our hypotheses, including correlation analysis, t-test, ANOVA, multiple regression and structural equation Modeling(SEM).
