Based on the fact that Coast Guard Administration is formed by employees in various fields, this thesis is aimed at exploring the issue that whether the organizational climate has impacts on public servants' motivation and behaviors in e-learning. The ultimate goal of this thesis is to make the optimal policy suggestions to Coast Guard Administration on how to promote and implement e-learning efficiently. Three questions are raised for discussion in this thesis: first, are there any differentiated organizational climates existing among Maritime Patrol Directorate General, Coastal Patrol Directorate General, and the regional Coastal Patrol offices, given the fact that Coast Guard Administration has the jurisdiction over these organizations? Second, will the motivation and behavior of the public servants of Coast Guard Aministration who participate in e-learning be affected by the organizational climates existing in their working enviornments? Third, what is the impact that Coast Guard Administration servants' participation motivation of e-learning has on their participation behavior of e-learning? Following the survey conducted on the public servants of Maritime Patrol Directorate General, Coastal Patrol Directorate General, and all the regional Coastal Patrol Offices, a 5point Likert scale is adopted to estimate the subjects' response levels of agreement. Some other statistical methods such as the T test, One Way ANOVA and Regression analysis are also used for analysis and seeking the answers to the questions. The results of this research show that first, there are different organizational climates existing among Maritime Patrol Directorate General, Coastal Patrol Directorate General, and the regional Coastal Patrol Offices, given that all of these organizations are under the jurisdiction of Coast Guard Administration. The response levels of the public servants of Maritime Patrol Directorate General are significantly higher than those of Coastal Patrol Directorate General and all the regional Coastal Patrol Offices, especially on the three aspects of "organizational cognition", "superior support" and "communication channel". Second, the organizational climate has positive explanatory power for the public servants' participation motivation of e-learning. The positive explanatory power is the most significant especially on the aspect of "motivational strategy". Third, the organizational climate has positive explanatory power for the public servants' participation behavior of e-learning. This positive explanatory power is the most significant especially on the aspect of "superior support". Forth, e-learning motivation has noticeably positive explanatory power for e-learning behavior. In accordance with the findings of this research, different suggestions are made to Coast Guard Administration and future researchers, respectively, for their reference.
