From update military strategy shift to the adjustment of the military system including: the adjustment of the army's establishment, the innovation in military theory, military construction, as well as the armed forces to cultivate and retain talent. They needs a new revolution in military affairs with adapt to match. In order to comply with the world's new trend, PRC established military affairs towards the development of an appropriate scale army, well-structured, body lean, agile command, the combat effectiveness of the strong targets by the quantity to quality and performance-based changes in labor-based to technology-intensive change. Therefore, the reduction of the size of the military organization and the number of troops is the new key factors of military revolution completion. In the new wave of revolution in military affairs, PRC strengthen the military with Chinese characteristics, and the social security system. The role and impact of military Social security system will be key point of the research. Keywords：new military revolution, military social security, special care and placement
