After the 1997 Asian financial crisis, East Asian countries have carried out financial reforms respectively. Some East Asian countries passed financial reform bills, and underwent financial mergers. Whether the banking system should be competitive or exclusive is a subject to be investigated. This study will discuss some East Asian countries link to Taiwan's economic and geographical proximity, including China, Hong Kong, Japan and Korea. In order to explore better performance from merger or competitive, the first step is through the bank concentration indicators in the Stochastic cost frontier function and determine the concentration indicators of bank efficiency. The second step is the calculation of economies of scale and scope economies, and then investigates degree of concentration on bank’s economies of scale and scope economies. The main empirical result finds that Taiwan and Japan were at a constant scale. Korea and Hong Kong showed a trend of increasing returns to scale in recent years. China has banking pattern of decreasing return to scale. All the countries had the advantages of the scope of the economy and should diversify the banking business. The banks of East Asian countries are facing the increase in the degree of concentration to improve bank performance, but there is no consistent standard. Based on the country's financial situation, economies of scale and scope of the East Asian countries’ financial authorities should regard those as the indicators to implement their policies.
