Summary:碩士 === 東吳大學 === 政治學系 === 97 ===   The EU Common Foreign and Security Policy (CFSP) started in 1992. Promoted gradually along with EU's international political and economic status, it brought quite help for CFSP's influence, then it led EU played an important role in many international occasions. Although EU pursued the CFSP's independent status, there still numerous influencing factors around EU, and caused CFSP's operation filled with the variables. For example, China and some EU members were supported to lift the arms embargo in recent years, but the idea have been opposed by most EU members and other states simultaneously. Therefore, EU arms embargo against China is the perfect example to analyze the CFSP's operating characteristics.   This thesis focuses on the interior and exterior factors which influence the EU arms embargo against China. It interprets the norms about CFSP, investigates the policies about the arms embargo issue of EU's institutions, members states, and other main states. Then, it analyses the influences of the arms embargo against China by interior and exterior factors around EU. For interior factors, since the EU members unable to achieve a consensus about the arms embargo issue and the embargo will be sustained. For exterior factors, in spite of China's support, the oppositions from the United States, Japan, and Taiwan still influence EU's policy making process so much. Eventually, this thesis analyzes the CFSP's operating characteristics.
