Summary: | 碩士 === 東吳大學 === 政治學系 === 97 === In the modern western history, the buffer state is deeply affected by the international system which is established by the powerful country. However, in the modern world, the focus of research is not on the buffer state, let alone the diplomacy strategy of the buffer state. The purpose of this article is trying to use geopolitics theory and theory of Structural balance to analyze the diplomacy strategy of the buffer state by the example of XiXia, trying to understand how the buffer state decided it’s foreign policy? At what time? And which policy does it adopt?
In the end, this thesis is concludes that two situations will affect the policy of the buffer state. First, if the powerful state is trying to reduce the conflict without definite indication, in order to maintain the balance of international system, the buffer state will choose “leaning to one side” Strategy. Second, if the powerful state is trying to reduce the conflict with definite indication, the buffer state will choose “neutrality” Strategy.
