However, due to the discrepancies in local regulations, rising management costs in and personnel expenditures, many industries have started to recruit contingent workers in order to cope with the personnel rearrangement caused by the variation in the orders. Facing the economic crisis recently, many industries even applies the elastically of contingent workers to control the risk of creating deficits. High managers in the industries have started to put emphasis on the essential factors in the labor migration of these contingent workers, which will create problems in the production schedule when the migration rate varies too much. The research centers on the essential factors in the labor migration of contingent workers, and is subcategorized into three dimensions: time, cost, and quality. Time dimension is composed of seasonal and variation factors; Cost dimension is composed of alternative and manpower cost factors; Quality dimension is composed of education, working experience, and age factors. This research 138 management and personnel managers in charge of contingent workers policies in different industries, and the effective response rate is 71%. This research begins with a general introduction to the current situation of labor migration, and then apply it as a variable. The research applies SPSS to conduct Descriptive statistics, Relevant Analysis, Regression analysis, and The Reliability and Validity Analysis. The three dimensions of time, cost, and quality are analyzed and its individual importance is further discussed. The result shows that the labor migration has a positive correlation relationship with the seasonal factors; the labor migration has a positive correlation relationship with variation in order factors; Besides, the migration of labor force has a positive correlation relationship with substitution rate, and contingent workers offer more elasticity in personnel placement for managers. The company use contingent workers to prevent the difficulties from recruiting new employees and could simplify the task in personnel department. As a result, the labor force migration rate has a positive correlation with the personnel costs for the company. With the global financial crisis, the ages factor was found to have little influence rate on the migration rate. When the openings in the market shrink, younger contingent workers tend to seize every opportunity and try hard to hold their job, which will ultimately lower the migration rate. The labor force migration rate varies with level of education. The labor migration rate has a positive correlation with working experiences.
