At this point, China and to provide a variety of cheap labor incentives to attract Taiwanese businessmen to invest in China, and in China have set up a footwear industry chain. In the 2008, China began to implement new policies and systems, so that Taiwan businessmen invest in China footwear industries, once again faced with the environmental impact. In the environment and intense changes about footwear industries how environmental impacts and trends in industrial restructuring, the establishment of advantages policy, which in turn in the footwear industrial chain in the key, the current serious issues. Enterprises are faced with the industrial environment, has enormous, complex, and dynamic properties, unable to adopt the conventional analytic study of Management Sciences. This research and utilization of system method integration value chain analysis, and pest analysis footwear industry, environmental impact of the process, Taiwan footwear industry structure and history, and using case study to discussion on the case company to face of the environmental challenges, how to take advantage of its core competencies, construction of the advantages policy to establish its industrial chain in the key position. This study proposes a conceptual model results, to illustrate how cases by past experience, normal trend excelled environmental change, and take the way to maintain synchronization to adapt to the sustainable management, and using core competence to integration the industry chain, effectively reducing the impact of environmental change. The case was faced of the previous industrial restructuring under the structure and environmental impacts, still keep the survival and development and competitive advantage.
