| Summary: | 碩士 === 中國文化大學 === 資訊管理研究所 === 97 === Affected by incoming financial tsunami, the continued deterioration of the global economy has seriously shrunken the capital of business everywhere in 2008. In response of this circumstance, business has to adopt certain policies of 'manpower reduction' to reduce expenditures, such as laying-off the staff, cutting employees' salary, and giving out unpaid vocations. Outsourcing becomes one of the flexible options to reduce labor cost of business in recent years. In early days, either outsourcing or undertaking a project used to rely heavily on the personal connections of the person(s) involved. A strong personal network can be very crucial and usually plays a decisive role to the project's success. Consequently, a contractor may fail to build up a strong personal network and lacks of project sources, while an appointer may have difficulty to find a capable contractor without delaying project. As a result of the development of science and technology, as well as the maturing of internet network technology, the websites with outsourcing trading services begin to rise sharply, target on both demanders and service suppliers of outsourcing, provide individualized value-added services, and then accelerate the facilitation of the outsourcing services. This research initially uses the observation method to acquaint the core function of various websites, collects and compiles relevant documents, induces the operation model of outsourcing, applies the approach of systems development to analyze the demand of internet based outsourcing platform, then carries on website design with the prototyping method to provide such platform a valuable reference. In additions, this research proposes to make the access of outsourcing and undertaking much easier and smoother toward all website members, and enhances the value of internet based outsourcing platform as well.
