碩士 === 中國文化大學 === 政治學研究所 === 97 === The Legislative Yuan passed the 4th amendment and the 7th revision draft of the Local Government Act in May 4, 2007. That same year, the President announced the execution of the public proclamation on May 23. Additionally, in the same year, on October 1st, Taipei County was officially promoted to be a quasi-special municipality. The County government office, bureau, and the committee were established as well, officially launching the county’s political and social service structure. Quasi-special municipality refers to a county that has been given municipality status. However, our country’s constitution and the local government system law have not been very clear about the difference. A quasi-special municipality only partially resembles a municipality, but with limitations still imposed on it as a county. A de facto special municipality has an even more advanced stage system for local self-government, and this is a new concept being tested in our country local government system. This paper will analyze the scope and jurisdiction of a quasi-special municipality, which will then serve as a reference model for additional discussion and research. This present paper discusses Taipei County as the main study subject area, and is altogether divided into 6 chapters with 18 sections. This paper will provide a thorough literature analysis with in-depth interview in order to fulfill the goal of this research. I. The Seminar on Local Government refers to an analysis of self-government, and attempts to provide a literary discussion of the central committee and its local jurisdiction demarcation. It also summarizes the historical evolution of Taipei County from its status as a county government to a quasi-special municipality, and how its operations have changed III. & IV.
