In addition, the whole community concerns about deaf people much more than the past, such as their living conditions and normal activities. A good job opportunity which is the base for living has become an especially important subject. How to help deaf people find a stable job under changes in domestic economic patterns has turned into public which we must not ignore. The reason of choosing “problems of employment opportunities to deaf people” from a lot of issues among disable people is that the author thinks the amount of deaf people places second in the total number of the disabled, but they don’t have enough chances to provide work forces as people expect. It is necessary to do more research for solving this problem. This study is for more discussion to understand and analyze nowadays situation and more in-depth interview to conclude and draft concrete proposals to provide a reference for future deaf workforces, related working units, and government departments use. Problems of employment can be discussed very wieldy. This study only focuses on the problems happened on deaf people and the obstacles to solve the problems from the four sides: deaf workers, deaf people’s employers, deaf people employment service organizations, and related government departments. Because of the high population of deaf people distributed in Taiwan, the Taipei area is the geographical scope for the research. The conclusion which comes out through the in-depth interview can show that the policy of deaf people occupation has to consider and cooperate with integrated education and training and personal counseling section. The employment problems and barriers are only one output of different family background. Therefore, to improve the occupation circumstances, we not only need to provide coordinated employment services, but also directly counseling tracking. Furthermore, we should base on the basic education and guide the concepts deeply to achieve the policy. Finally, this study presents several suggestions for improvement to those four related staff and organizations: deaf workers, deaf people’s employers, deaf people employment service organizations, and related government departments.
