Summary: | 博士 === 中國文化大學 === 政治學研究所 === 97 === While pluralism argues that the liberalization of groups and neo-corporatism emphasizes on the cooperative relationship between state and interest groups, it contributes to the dual analysis of groups or state including the role of government, allocation of interest, policy-making process, groups influence and so on in democracy. This dissertation tries to examine the importance of groups and how they influence the development of state in Japan. This dissertation at first tries to describe the viewpoints of research reason, approach, and method at Chapter 1, and then discuss the contents of the interest group theories at Chapter 2. Furthermore, review the discussion of the state-groups relation how to operate in Japan, and try to build which Japan conforms to the premise theory at Chapter 3.
At Chapter 4, this dissertation tries to observe why the authority of Japan government still has an influence on modern Japan democracy society. Although modern Japan political system has been changed, the tendency of bureaucrat-oriented policies has still existed by means of informal systematic factors such as “administrative guide” and appointment of retiring government officials to important positions which contributes to a triangle relationship between politicians, bureaucracy and “zeibatsu.” Furthermore, at Chapter 5, this dissertation tries to observe the operation of Liberal Democratic Party and the congress so as to understand the interaction between political systems and economic systems in Japan, which results in economic miracle, and simultaneously structural corruption due to the affiliation of business and politics.
In order to understand how Japan capitalism influences the development of economic systems in Japan, and how recent economic groups connect modern Japan capitalism, this dissertation tries to analyze the prewar “chamber system” which was convened by small and medium enterprises and postwar Japan economy whose development is based on “zeibatsu” at Chapter 6. The purpose is to certify that Japan economic groups play a continuing role in the development of modern Japan capitalism. After Japan goes through internationalization, post-industrialization, aging society and globalization, the competition and divergence of interest at each stage have a direct or indirect influence on the authority of bureaucrat and the policy-making process.
Chapter 7 summarizes the roles and functions of bureaucrats, statesmen and interest groups in Japan. However, the relationship between politics and business being built by bureaucrats, statesmen and interest groups is result from the long-existent characteristic of group that makes these three systems be able to closely cooperate to form the consistent social integration.
