It is an important guideline which is based on the development concept, development model and the defects of development quality. The Scientific Outlook on Development emphasized on the People Oriented. It means China Communist Party not only focuses on economic growth but also begin to pay much attention on the promotion of social justice and the draw back to the socialist route gradually. There was a discrepancy in the theory and practice, It could be called the utopian socialism which entitled as “science”.
