This study aggregated and showed to temporal and spatial characteristics of water level changes on Taipei Basin, and discussed the old and new groundwater wells to set integrity. In this study the water table by creating a database, the 23 observation wells from 1997 to 2002, the water levels have been calibrated by three new wells to confirm, verify the time from 2003~2005. Application of groundwater simulation program Processing MODFLOW to build the groundwater model, the geological setting of groundwater is divided into three layers followed by Songshan, Aquitard and Chingmei. Basin boundary is divided into four parts, the south side of Hsin-tien river moving boundary, the west side of Tahan River moving boundary, the north side of Datun Mountain moving boundary and the east side of Keelung river boundary. Once a month the water level simulation, a total of 9 years (In 1997 to 2005) and therefore a total of 108 times; So the availability of an indicator to determine whether the construction of the Taipei Basin groundwater model simulates appropriate. Through the analysis of expected changes in groundwater level differences between the old and new wells to explore the effective use of observation wells in compliance with the basic principles and the need to set up. These informations provide sustainable groundwater management in the future. The results inconsistent exits between observation wells and simulated results. So there are some uncertainty in model building or observation well. As the whole, the old wells could no longer reflect the true record of the water levels, the risk of groundwater management can be increase in the future.
