This trend does have a significant impact on the container terminals’ operation policy and competitiveness. Other trends include the decreasing growth rate of container throughput and increasing competitive pressure among major container ports in the Eastern Asia and China. Thus it is important for Kaohsiung and Taipei ports (KAO & TPE) to find the major criteria influencing carriers’ hub port choice behavior. The research focuses on how KAO & TPE ports can compete with the other transshipment hubs under the environment of the vessels upsizing and further ports development. From the port executives’ viewpoints, it is desirous of finding the key successful operating criteria and the best competitive advantage. Dispatching questionnaires to shipping executives, senior officers in port authorities, and academicians, this research uses the Grey Relational Analysis (GRA) technique to obtain the research results. Research results apply a SWOT technique to analyze the operation of modern KAO port. In addition, the cargo-resource, depth of the port, and port accessibility are found to be the important operating factors influencing the TPE port’s transshipment hubs development in the future.
