The managing method of those places tends to be operated by other companies and then creates more business opportunities. It is hoped to achieve a goal, which is the revenue and expenditure can be balanced on managing public historical buildings by earning money from holding business activities positively. This also shows the difficulties of maintaining public historical buildings. Due to the historical value of public historical buildings, it has more limits on its operation and management than other places. Thus, any behaviors or activities that will violate the spirits of cultural property should be avoided in order to respect and protect its value. In other words, not all the business activities are suitable for holding. This is also the most common problem of Taiwan’s business activities that are held in the cultural property management way so far. There is still an unlimited fuzzy area in business management of public historical buildings that are operated by other companies, so the business use cannot lighten the management and manatenance funds of cultural property efficiently, but causes many controversies instead. Therefore, this study has adopted the attitude of resusing public historical buildings and relevant business theories as basic documents by reviewing the preserved way of cultural property and discovered topics of construction process when operated by other companies. Moreover, understanding the effects of public historical buildings and developed difficulties which are brought by business method of reusing when operated by other companies. Besides, analyzing the foreign cases and offering their diversified managing method as a reference for us to use in Taiwan. Lastly, applying the research data that has been mentioned above on the construction of business model and the stimulation of relevant strategies for providing a following basis for future policymakers when practicing. Reaching the best balanced point between preserving cultural property and business behavior is expected. The result of this study shows that royalties and commission play an important role on connecting the whole operate-transfer system and business activities. The conductors tend to manage the place in a business way in order to pay the royalties and other relevant cost after winning the bid. Besides, the operate-transfer content is too complicated for conductors to be qualified for this job since their lack of professional knowledge so the overall managing effect is hard to be achieved. In addition, the bidders always offer good conditions in order to win the bid, but they do not really make those conditions come true which bring a burden on managing instead or even a bad-arranged management will happen. In the operate-transfer process, the problem occurs mainly because our government does not understand the operate-transfer system and its goal, and also the unclear situation of common sense between our government and the policymakers.
