| Summary: | 碩士 === 國立臺灣科技大學 === 營建工程系 === 97 === In recent years, the domestic implementation of public works and measures related to strategy, despite decades of efforts, the quality of public works has made significant progress, but still get low pricing bidding, low quality, as well as the scoring method for the most advantageous tender of judging the fairness and objectivity of the doubt. Such universality and potential loss of response measures are dependent on the quality of public works and implementation of the system strictly. However, Japan has also in recent years for the elimination of improper activities such as collusion and bid-rigging, the development of “Bill for Ensuring the Quality of Public Works” and institutional reforms to improve the quality of public works. Accordingly, this study of public works for the existing deficiencies in the “Government Purchase Law” to discussion and to aggregate into the crux of the authority, as well as the introduction of the “Bill for Ensuring the Quality of Public Works”, and to discussion its applies to the most advantageous tender for applicability, the loss of the existing system on the proposed solution to the relevant competent authority for the owner, supervisor and contractor, as the future to improve and upgrade the quality of public works of reference.
