The system must have abilities to transfer the previous communication system and to choose new appropriate communication system. Let people still remote the system and make a right choice without taking any risks. The motivation of our research is developing a reliable multi-mode transmission device to self-reconstruct the stable and appropriate communication sub-system after the alteration of the communication environments. The communication sub-system of ours includes Iridium satellite communication system with high cost and high efficiency, wireless-based communication system as microwave, and the most popular and most convenient communication system, GPRS and 3G. We implement the multi-mode transmission system with water level surveillance system. We also make a decision of the sub-mode operation order, and then design the algorithm to detect the alteration of the communication environments according to the operation order, which is microwave, 3G, GPRS, and Iridium. In the result of testing in ocean, the system indeed keep transmitting water level data and video images after the alteration. We can provide advanced system or single device to present field researches or future ones after the high level integration.
