碩士 === 國立臺灣大學 === 政治學研究所 === 97 === This study aims to explore the evolution of Taiwan economic and trade policies toward PRC, both stated policies and their contents. I try to use the presidents’ ideas or their thoughts about PRC as a major framework of explanation to see if it works; in additions, I also exam whether those stated policies were implemented, in order to judge if their ideas were consistent with their actions and policies that were carried out. My research finding is that Taiwan economic policies toward PRC have been gradually loosened and liberalized since 1987 in terms of the amounts of investment in China approved by the authority concerned of Taiwan. Even during the period of ‘No Haste, Be Patient’ and the period of ‘Pro-active Management and Effective Liberalization,’ the two periods during which the two presidents claimed to tighten Taiwan economic policies toward PRC, there were no signs of tightening of Taiwan economic policies toward PRC; thus, there was inconsistency between the presidents’ ideas and their policies that were stated or implemented during these two periods. On the other hand, there was consistency between the presidents’ ideas and their policies during the period from 1987 to 1996 and the period of ‘Pro-active Liberalization and Effective Management,’ the two periods when the presidents intended to liberalize Taiwan economic policies towad PRC; meanwhile, the degrees to which they had liberalized Taiwan economic policies toward PRC were arguably very significant.
