This study limits research scope to labor insurance regulations in urban corporations of the People’s Republic of China. With studying past accounts, adopting the new system approach, referring to previous related literatures, and the individual interview results with corporation labors in an urban, this study decides to interview the labors of private-owned enterprises in Shang-Hai city to explore the related regulations. This study adopts historical approach to explain the background factors and development phrases of the regulations and gets systematically political decisions making by each input factor’s support and demand. This study also uses the components of the regulations, applicable scopes, imposition and payment of insurance premiums, how to calculate and provide pensions, and redundant labors’ economic subsidize, characteristics, and problems to interpret and evaluate labor endowment insurance regulations. Besides, this study also uses the regulations in Shang-Hai city and interview results to explain the effects of the regulations on politics, economics, and society. This study finds peasant workers’ population mobility, establishing and keeping continuously development social insurance models, and transformation-key factors of the regulations are the major problem source of elder labors’ pensions. The implication of these and other findings are discussed.
