The facilities outsourcing has raised some problems most seriously among all the governmental business outsourcing. Because of some outsourcing conditions, such as that each case requests several years of management and operation period, the different request of character and work content, and the tedious and complex management /supervision way by the government, would tend to rise problems which are not easy to solve in the future and also increase some risk issues of outsourcing, it must therefore consider any countermeasures to deal with the risk. The essay mainly studies some flaws as well as some difficult situation faced by the local authority to handle the public facilities outsourcing, so as to recognize what’s the derivative risk factors and indexes after outsourcing and to understand the local authority perception on the risk and countermeasure strategies. This research adopts literature study, interview and questionnaire survey as the main research approaches; By the literature study, it limited the outsourcing risk type, established the research frame, designed the interview compendium and the questionnaire content; By carrying on the interview and the questionnaire survey, it discovered some risk factors; By collecting and analysis the interview and the questionnaire material, it confirmed possible risk factor and the risk indexes, which will make the research conclusion and provide some suggestions for the future usage. This research discovered some generalized problems occurred to the local authority working on the public facilities management outsourcing, such as the authority hadn’t conduct a satisfying and detailed plan, like a cost benefit analysis or the feasibility study, rigorous related coordinated measures; The contract neither had detailed regulations between the 2 parties’ (authority & contractor) right and duty nor did appropriate related provision; The authority personnel weren’t specialized and not trained throughout; What the authority and the personnel care, is to achieve the goal of outsourcing businesses instead of the contractor’s fulfillment and service quality; The related authority internal control has not yet arrived rigorously too; The contractor’s business capacity and the degree of adaptability still have space for improvements. All of the above possible conditions not only affect the government to impel outsourcing goal and efficiency but also form 5 risks after outsourcing, including strategic, internal control, contract, organization with the human resources and business capacity, and these risks exists generally in Local authority various institutions.
