This research will base on the rent-seeking analysis structure proposed by Cheikbossian (2008), in which the public policy level and the political influence of rent-seekers is endogenously determined. Building on the setting that a heterogeneity of preference and rent-seeking ability exists among rent-seekers, this research aims to establish a rent-seeking model to provide an impact analysis of the influence of rent-seekers’ preference and ability heterogeneity on rent-seeking activities when the public policy is endogenously determined.
