The cultural and creative energy of Taiwan is based on arts and culture, in particular, arts and cultural industrial managers are provided with the discipline of arts, culture and business administration, and their core competencies is not only the key of individual and industrial development but an important national soft power. The study distinguished managers’ core competencies in arts and cultural industries into 3 parts: (1) global literacy, (2) professional abilities and (3) business administration. Furthermore, the design of questionnaires combined with MBTI personality assessment in order to explore the performance of managers’ core competencies caused by different backgrounds. The questionnaire had been examined by experts and pre-test before the formal investigation which sent 640 questionnaires and recycled 253. The investigation showed that the industries are usually small and medium-sized enterprise scale, meanwhile, the female managers are more than male and most managers are lack of international experience. Generally, the score of global literacy is higher than professional abilities and business administration and overall the performances of core competencies are situated between ordinary and satisfaction. In addition, their individual characteristics are major as curious analyzers. According to the conclusion, the managers’ core competencies are affected with their different backgrounds, therefore, the study could forecast the performances of managers’ core competencies through their particular backgrounds. Suggestions are as follows: (1) to compositing specialized industry and commerce association; (2) the government draws up the medium and long-term industrial development strategies, (3) to advance professional certification system and promote industry-university cooperation.Recommendations for follow-up study: (1) to build the evaluation model of competencies; (2) to develop the model of university-industry cooperation; (3) the Empirical Study of key talent management.
