Specifically speaking, the objectives of this study are: (1) to understand the current situations of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools, (2) to analyze the diversity of different background factors in principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools, (3) to explore the relationships among principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools, and (4) to construct the structural equation model among principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools. Finally, concrete suggestions synthesized by some findings of this research are provided for those persons who manage the elementary schools and for other researchers in future study.
To achieve the above purposes, a survey questionnaire was constructed by this study. “The investigative questionnaire of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools” was revised for the inquiry tool of this research. The survey sample was the elementary teachers in Taiwan, and the sample size was 1,589. The collected data were analyzed by the statistic methods of descriptive statistics, multivariate analysis of variance, Pearson product-moment correlation, stepwise regression analysis and structural equation modeling.
The conclusions of this study are as follows:
1. Elementary school principals have high-performance on their strategic leadership practice, especially in the dimension of " resources integration."
2. The degree of organizational learning of elementary schools is at medium-high level, especially in the dimension of " innovation practice."
3. The current situation of innovative management effectiveness in elementary schools works out quite well, especially in the dimension of " student performance."
4. There are significant differences in the general performance of principals' strategic leadership and innovative management effectiveness in elementary schools between principals' gender.On the other hand, no significant difference in organizational learning.
5. There are no significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among principals' ages.
6. There are significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among principals' academic degrees.
7. There are significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among principals' seniority in the present school.
8. There are significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among principals' total seniority.
9. There are significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among school size
10. There are significant differences in the general performance of principals' strategic leadership and organizational learning in elementary schools among school history On the other hand, no significant difference in innovative management effectiveness.
11. There are significant differences in the general performance of principals' strategic leadership, organizational learning, and innovative management effectiveness in elementary schools among school location.
12. There are positive relationships among principals' strategic leadership, organization learning, and innovative management effectiveness in elementary schools.
13. Principals' strategic leadership and organizational learning can effectively predict innovative management effectiveness in elementary schools.
14. The assessment of proper fit is supported in a structural equation model among principals' strategic leadership, organizational learning, and innovative management effectiveness.
Based on the above conclusions, some recommendations about education authorities, elementary schools, and future research are proposed.
