In the study, parallel mining of qualitative and quantitative methods, the use of documentary analysis, comparative method, in-depth interview, questionnaire method to study; were to Taiwan and Mainland China of policy makers in-depth interviews; with self the civil sports policy development of Taiwan and Mainland China of the questionnaire, and to the average, variance analysis of statistical methods, and then by the analysis and discussion, to specific conclusions were as follows: 1、The programs and strategies: Taiwan to take "separation of powers places" on its own cities and counties, specific concrete measures. The mainland "centralized system" with lofty ideals, to was unable to see significant results. 2、The feasibility of policy-making: Civil sports policy of Taiwan is a "member of the expert system", A high degree of feasibility. Mainland policy-making leaders of the act, "Top-down" making decision. 3、Formulate the organizational structure of units: The central Taiwan counties and cities with smooth channels of communication, with the exception of the counties and cities the lack of "civil sports unit".
