The fire accidents of passenger ship not only cause the loss of property damages but lead to unredeemable injury and death of life. Thus, this study use of fire accident cases of passenger ships to identify the hazard factors, and to establish a safety assessment model for fire accidents of passenger ship that expected to avert the fire accidents. Fault Tree Analysis (FTA), a widely recognized approach for the analysis of systemic safety, can effectively evaluate the relationship between cause and effect, and the probability of accident. However, the limitations of FTA are the first hand data insufficiency of the fire accidents of passenger ship, the inaccessibility of error rate and the vagueness of the cause of accidents (e.g. human factors). Therefore, the purpose for questionnaires is to obtain data by expert opinions. Fuzzy Set theory (FS) is used to solve the problem of vagueness. Additionally, Analytic Hierarchy Process (AHP) is commonly used to analyze the degree of influence and relative influence or importance of each paired factors. This paper proposes a safety assessment model integrated with FTA, FS, and AHP about fire accidents of passenger ship, to find out hazard factors with higher degree effects that to be the foundation, reducing the fire accidents on passenger ship and improving the safety of navigation.
