Because fishery business constraints by outside environment and its particularity, the shortage of fishery manpower becomes much more serious. In 1980’s, some agencies tried to build boat hotels at sea without permission. In 1991, the new law was published that one ship can own one-third of foreign fishermen. In 1993, it extends the restriction to one-second. It is well-known that language gaps, different living habits, unequal professional abilities would result to conflicts between Taiwanese and foreign fishermen. After martial law ended in 1987, cross-strait relation alleviated gradually. Agencies urged the government to hire Mainland fishing crew in legal way. After government settled Mainland fishing crew in fishing ports which based on the law announced on December. 1st, 2003, the author found that Mainland fishing crew creating lots of management problems, such as escaping from the bases, ID confirmation, outbreak, settle down, repatriate. These problems not only bother C.G.A and other agencies, but bring severe impacts on our society and national security. In this thesis, the author discusses the practical problems happened in the coast guard administration. Then the author tries to provide some appropriate suggestions. In summary, the most important thing is to protect the rights of fishermen and defend national security.
