Since entering industrialization society, human emissions of massively greenhouse gas have increased the average temperature near the Earth's surface, and threaten the Earth's natural ecology and cultural environment. Icebergs dissolution rises the sea-level, which directly impact the flora and fauna, as well as the survival of mankind; moreover, the Biodiversity and the climate system were damaged. Therefore, the global warming a climate issue is a problem needs to be sort out urgently. In order to stop global warming, we must control greenhouse gas. In 1992, UNFCCC firstly completes the UNFCCC construction, which states control over greenhouse gas, and discusses the Kyoto Protocol in Cop3. In the years after the implementation of the Kyoto Protocol. After many years, Cop study further the Copenhagen Protocol in 2009 in order to make up for the shortfalls of Kyoto Protocol, and to bring the relevant agreement up-to-date. This dissertation predicts that the new protocol will complement the lack of compulsory of the Kyoto Protocol, require all countries to reduce greenhouse gas, and solve the existing problem of Kyoto Protocol, e.g. eliminating the disparagement between developed countries and developing countries in reducing greenhouse gas, improving the international technology exchange, balancing between economic development and environmental protection. Countries have different views in controlling greenhouse gases. This dissertation sets out four different types of country/area, analyzes different categories of government policy, law, regulation and outcomes of greenhouse gas reduction, and compares them with Taiwan's existing greenhouse gas emissions policy to make specific recommendations.
