It is not only surrounded by unique geologic and topographic landscapes, but also quite rich in animal and plant resources. This paper is aimed to propose a plan without destroying original environment and ecology, in the hope of improving the riverwall and seawall sights near Hualien Estuary and creating a waterfront space with great affinity. We also hope to provide nice habitat for all the living beings. With the integrated planning of leisure amenities, we can properly utilize the potential tour and ecology areas near Hualien Estuary, so as to promote the nearby residents' living quality and create a waterfront environment with more affinity and diverse ecology. Through spot exploration and a review of related literature, we can know that Hualien Estuary is a place where many kinds of global endangered birds transit and spend the winter. To maintain ecological balance and provide habitat for wildfowl, it's essential to construct wetlands. This study uses the habitat restoration concept and multiple functions brought by constructed wetlands, so as to plan to construct wetlands on river berms. In this way, we can purify sewage from Guanghua Industrial Park and community and improve the water quality of Hualien River. The constructed wetlands are also needed in restoring the ecology of Hualien River and creating habitat for animals and plants. The Dongchang Embankment, which stands on the left bank of Hualien Estuary, can still be improved in the respect of visual landscape. Therefore, this study plans to widen the footpath on the embankment top to benefit bike riding. The green areas beside the embankment and on the above-flood-level slope will beautify the sights. Moreover, the concept of creating green seashore and buffer strip is introduced, and we plan to layout a stone mild slope section along the Hua-Ren Seawall on the northern coast of Hualien Estuary. We suggest constantly building detached breakwaters to improve the situation that current armor units are not ordered and hydrophilic. Doing this can also provide habitat environment for all creatures. We also plan to build a landscape bridge spanning the Chian River. The cycleway along the Hualien Coast will be extended, to link up Nan-Bin, Bei-Bin and Hua-Ren Coast as well as Hualien Estuary.
