To address the research questions, the data was collected by survey research. The questionnaire was used to survey local educational administrative bureaus in Taipei County, Taipei City, Keelung City, Taoyuan County, Hsinchu City, Hsinchu County and Ilan County. The conclusions are as follows: 1.Division chiefs of city/county Bureaus of Education frequently used referencing power. Political authority was least used. 2.Organizational efficiency of city/county Bureaus of Education was high among all schools.. 3.Significant differences were found in power operation strategies by respondents’ genders, ages, seniority, division size and division environment of division chiefs. 4.Significant differences were found in organizational efficiency by respondents’ gender, age, education background, seniority and division environment . 5.Respondents’ age, seniority, and size of division explain their perceptions about organizational efficiency. 6.Positive correlations were found between reference power adopted by division chiefs of city/county Bureaus of Education and organizational efficiency. 7.When division chief of city/county Bureaus of Education use political authority, high pressure force and organizational strategy, organizational efficiency declined..
