Before the Chin Dynasty it was an offshore bar in Tai-Jiang sea, and it was connected to Tainan City by approaches until Japan Occupation. Thereafter Policy of Construction of Port An-Ping in 1979, Plan for Expansion of Commercial Port in 1998 and the following strategies all influenced San、Si Kun-shen. San、Si Kun-shenwas merely alluvia before the Chin Dynasty, and the landscapes and the ecological systems there were still unstable. There were not many resources reliable except the simple fishing. Therefore at the beginning there were only several thatched cottages temporarily made by the fishermen, and the earliest village was formed in the Chin Dynasty. Tai-Jiang was chocked and reclaimed lands increased in San、Si Kun-shen during Japan Occupation, and the fishery there became various: besides the simple coastal fishing, nearly half of the population owned fish farms. They mainly cultured milk fishes and also oysters. By the connecting roads to the urban, San、Si Kun-shen became easier to communicate with Tainan City. From the postwar till the commencement of commercial port, the structure of the village was stable and the residents still relied on the fishery; later the aquacultures were becoming more important than the others. However the construction of commercial port made San、Si Kun-shen separated, and the interactions were looser. Plenty of land impositions and restrictions on the building followed the expansion of An-Ping Commercial Port impacted the traditional economics in San、Si Kun-shen and thus the fishery were depressed. The residents sought for opportunities outside the village or moved out for living. The fishing village had disappeared and rusted. Currently the national policy intends to transform SanKun-shen into a resort, or even turned it to a gamble-specific zone and Si Kun-shen might be assigned as a reservation or coastal resort; however these ideas are still examined. The residents have contradictory attitudes towards the plans, thus and the government is still seeking a balance between the policy and the interests of the people.
