Taking departments of public administration in Taiwnan and its grauduates as objects, some of this study was conducted by Internet surfing and some of it was done by questionnaires. The total sample size was 998, among which 1,016 questionnaires were sent, 144 ones were collected and 134 were usable. So the rate of collection and usableness was rate 13.19%. Statistical analysis used in this study included descriptive statistics, t-Test, One-way ANOVA, Logistic Regression Analysis and Data Evelopment Analyis. For departments of public administration, the higher eduation evaluation indicators were classified into inputs and outputs. We found that departments of Public Administration, individually and as a whole, had structural unemployment phenomenon. The only input positively related to structural unemployment rate was “full-time to part-time teacher ratio”, and unlike other inputs, it was negatively related to “number of students passing English proficiency test”. For Public administration graduates, we explored the employment conditions and concluded that the least employability was “oral communication skills” while the most one was “loyalty and integrity”, the commonest stereotype was “school critism” which private university graduates apparently perceived more.
